The Hong Kong PhD Fellowship Scheme 2027/28 supports new full-time PhD applicants at participating Hong Kong universities. The initial application is open from 1 September to 1 December 2026 through HKPFSES before university applications are submitted.

Eligibility
New full-time PhD applicants to one of eight participating Hong Kong universities, irrespective of country of origin, subject to the selected university’s admission requirements.
